Counselors are receiving email notifications to approve student applications that have already been approved.

This was caused because the application module, when first created, made everything happen in order. So counselor approval couldn't happen before guardian approval which means we didn't check for counselor approval before sending out the email to them after guardian consent was uploaded/completed. This is now resolved.
