Class Settings link broken for teachers

When logged in as a teacher, if you don’t have industry certifications defined for your class and you click the Class Settings link on the Industry Certification Progress page, it will take you to /Classes/Index rather than /Classes/Details. Teachers don’t have access to the former so they get a security error.
