Check for empty page security before storing cache

Otherwise, this could rarely result in no navigation items showing until the cache is cleared (5 minutes).

    We decided to do this a bit differently. Instead of looking for just empty security, any time there is an empty response from a redis key, we run the query instead of using the cache.
