Change the SIS Sync so it will only update fields will null data if they are not already

This should theoretically work. Created and tested an option that would prevent this and added it to all of the updates in the SIS integration. Beyond that, it’s hard to test because I have no idea what I can update that shouldn’t be changed by the integration
