Change "Submit" verbiage when initiating a new form

Having the buttons to initiate a form and the button to complete your portion of a form both read “Submit” causes some confusion in support and with students saying that they “submitted the form” when they only initiated it.

Maybe reword it to “Begin Form”, “New Submission”, or something similar?
