Career Planning - If activities are set for all graduation pathways, don't wait until after a pathway is set for a student to show it to them.
This would also make it easier to assign simple tasks for students to complete without the student having to do a career exploration, choose an occupation, etc.

Add a checkbox to add regardless of overdue status.
Change the activity requirement builder so it's a background task instead of running it only on career plan updates. Run the background task when career plan is saved, a student is added, or the student's grade level changes.
