Career Planning - Add a way to track and award badges for student involvement in CTSO's

This may need to tie to another module for tracking Career & Technical Student Organizations (SkillsUSA, FLBA, HOSA, etc.) where membership roles (president, vp, treasurer, regular member, etc.) in the organizations can be managed. This would allow a badge to be assigned for SkillsUSA President, etc.
