Career Planning - Activities with Type 'Count' can be saved without actually setting a count

The ‘Count’ field when adding or editing a career planning activity is marked as required (has an asterisk by it), but you can create them without adding a count. When this is done, it just auto-completes the activity and the student never sees it.
