Bulk Re-enable Disabled Teacher Accounts / Bulk Update "Allow Inactive Login" Setting

Users need the ability to re-enable multiple disabled teacher accounts or update the "Allow Inactive Login" setting for a group of teachers simultaneously. Currently, this process must be done individually for each teacher, which is inefficient for large numbers of staff (e.g., 50+ teachers). This feature would significantly improve administrative efficiency when expanding the use of the system to a larger group of educators.
