Automatically Approve/Deny Proposed Grades if teachers submit a grade

If a student proposes a grade and then a teacher enters a grade without approving or denying the proposal, the proposal stays open. Instead, if a teacher enters a grade matching the proposed grade, we should just approve the proposal. If they enter a different grade, we should reject the proposal
