Applications - Add way to edit ethnicity after validating application

Currently, there is no way to edit the ethnicity of a student after an application has been validated. It would be beneficial for this to be able to be edited, just in case a mistake was made.

    Allow to unvalidate. This will allow you to validate again to update that data.
