Allow WBL Events to be assigned to a Class and/or Section the same way that Student-Based experiences can be

Until we have a better way to handle School-Based Enterprises, Service Learning, and Simulated Work Experiences, events like these need to be linked to a Class and/or Section for reporting/filtering purposes.

The Class and Section should be added to the WBL Event Details report and the Class/Course filter at the top of the screen should filter down events the same way that it does for student-based experiences.
