Allow WBL Eligibility forms to be specific to, or optional for, certain types of WBL Opportunities

For instance, as a coordinator, I may want all Summer Job and Full Time opportunities to show to all students regardless of whether they submitted an Eligibility form or not, but want to require a form be submitted for Internships, etc.
