Allow Upload of Hard Copy Signed Documents for MOA and Training Plans

As a user, I need the ability to upload scanned, signed paper copies of the Memorandum of Agreement and the Student Training Plan. Currently, some employers will only provide physical signatures, and the system requires these documents to be created and signed electronically. This feature would allow us to keep all documentation within Jobready360 even when e-signatures are not possible.
