Allow the WBL Type hours for student-based experiences to be overridden on a per-experience basis

In some instances, experiences are created with an “expected hour threshold” and can be unique to each student’s experience, especially for OJT experiences in some states (like Indiana). This would allow the target/expected hour threshold to be included on reports and to set each experience’s “hour gauge” independently.
