Allow teachers that are not assigned a Class to use Course Selection instead

This would be very helpful for comprehensive high schools that have academic teachers and CTE teachers. For CTE teachers, Classes make sense. However, schools want to be able to have academic teachers view their SIS Courses instead. This way they can also view task lists of CTE students that they teach.
