Allow students to create WBL events that are not tied to a WBL type

Students may have attended a job fair not hosted by the school or scheduled their own job shadow or set up an interview to potentially have an internship. These don’t fall under the WBL types that are configured by the school but the student will be required to select a generic WBL type for reporting purposes. These should require approval by WBL coordinators.
