Allow student groups to be created dynamically based on grade level, graduation year, etc.

The idea here would be to remove the need to manually assign students to groups in some instances.  For instance, you could create a "rule" that says if grade level = 11, add students to the "Grade 11" group.  You would still be able to create other student groups the way it works currently.
