Allow Student Docs to be accessed for Project-Based experiences

One common use case is for clinical hours. Students often need immunization records on file, but currently, you’d have to create a separate student-based experience to be able to easily track that.

A simple solution is to add a Documents: Needs Attention that when clicked shows the same view of student docs that is for a student-based experience. The WBL Type for project-based would also need to add Student Documents selector.
