Allow multiple schools to be selected for a WBL event

Currently, you must have a school selected to add a WBL event if the user doesn’t have all school access. There may be instances where you need to span multiple schools but not all of them. We will need to restructure the database to allow this, make sure security when viewing reflects properly, and make sure that participants are bound by the selected schools as well.
