Allow modification of date range for WBL types

Users need the ability to directly change or update the date range associated with a Work-Based Learning (WBL) type. Currently, the system allows for creating WBL types and generating reports within a date range, but there is no clear method to modify the date range of the WBL type itself after creation. This feature would enhance flexibility and management of WBL programs.
