Allow minor data corrections on signed forms without requiring re-signatures

Users need the ability to make small data corrections, such as updating a phone number, on forms that have already been signed without invalidating existing signatures and requiring all parties to re-sign. Currently, any change to a signed form template creates a new version, and signed forms remain on their original version, necessitating a full re-signing process for even minor edits.
