Allow Min/Max Work Log Start/End Time To Be Blank

Application admin is interested in a way to avoid setting minimum and maximum work log hours to allow students to work a wide variety of schedules without having to be set up as ignoring the work log calendar settings for individual students. They’d like to allow any student work hours across their whole student body without having to configure so many settings individually.
