Allow Main WBL Bar to follow a user as they scroll down the page

We would like the header bar to scroll down with us when we are in WBL. This will help remind us which column has Student Documents, which has Employer documents and so on without us having to scroll back up to check constantly. Screenshot of the header we mean for example.
