Allow industry certifications to be tied to tasks and if a student receives an industry certification, score those tasks accordingly

For instance if there were tasks related to OSHA safety requirements and the student passed the OSHA certification test, it could be determined that they achieved the related competencies. Set them to the highest grade possible.
