Allow Industry Certifications to be merged

Allow users to merge one industry certification record into another. This is useful in the case that there are duplicates, or if a state certification is released after it has already been added as a local certification.

Merging industry certifications also needs to migrate industry certification grade records and industry certification progress records. When first initiating the merge, we should first prompt the user with two options: 1. Migrate All Grades or 2. Migrate All Grades that were earned within a set date range. With either option, we should add a checkbox users can click to archive/soft-delete the source certification. After they make their selections, we should show a prompt asking if they’re sure and that the grades for the following students will be migrated. If we are merging from a source certification that is state-provided, we should hide the archive option, as these are not user-manageable.

Additionally, whenever we migrate, we need another checkbox, which is checked by default, that users can select to update the industry certification to class and industry certification to course records to point from the source industry certification to now point to the destination industry certification.
