Allow employers to be "assigned" to one or more Classes

By default employers would be accessible to All Classes, but it may be nice to allow employers to be linked to particular CTE programs. For instance, an employer could be assigned to Automotive Technology and Collision Repair. These employers would then only show to teachers of those classes.
