Allow employer leads to be tracked

This would allow a WBL coordinator to track local businesses that they reach out to looking for potential WBL opportunities. This could even be taken a step further by including a searching tool to locate local businesses by industry.

    Allow a status to be set on an employer. Allow filtering by that status. Restrict lead status so it can't be used just like business agreements.
