Allow employer engagement point values to be set for WBL Types

This could then be used to generate a total employer engagement score for each employer. For example, if an internship is worth 5 points and a job shadow is worth 2 points and the employer had 3 internships and 1 job shadow over the course of the school year (date range of a report), they would get 17 points. This could then be used to send the employers awards based on their participation level.
