Allow Eligibility Rubrics to be set on a per school basis

As it is now, the Eligibility Criteria are applied to all WBL Types and all schools. If the School Selector option is turned on, you should be able to define each rubric to one or more schools. Also, while this is separate, it also should be noted that rubrics should be defined for each WBL Type as well. The criteria to be eligible for an apprenticeship at School A is probably not the same as a Job Shadow for School B.
