Allow data from one form to be used to prefill fields on a different form

For instance data from an application form such as student age or birth date could be prefilled on a training plan or training agreement.

One way to potentially do this would be to store metadata using data submitted from forms that show as prefill options. This would also allow values for these metadata fields to be defined manually and values set accordingly.
