Allow both forms and students to be assigned a career cluster/pathway
This would vastly simplify how we assign career-specific forms for WBL. For instance in Wisconsin where there are almost 100 OJL forms, only one or two of those would apply to a specific student based on their career pathway. This would eliminate the need to create a separate WBL type per career cluster for YA in Wisconsin.

Require cluster and pathway for students, but a template could just have a cluster to make it more of an umbrella. When defining WBL types, you need to specifically state that the forms specified in enrollment, recurring, and completion will be filtered down by the students' cluster/pathway.

Having the Career Cluster and/or Pathway assigned to a student may also be helpful for the Career Planning module.
