Allow an admin, staff, or teacher (if assigned the Manage Industry Certifications role) to be able to mark industry certifications as verified

This could simply be a checkbox to show that the certification was verified. We should also then create a view similar to Proposed Grades that lists all unverified entries with a button to verify them all from that view.

Once implemented, add the verified status as a filter for reports.
