Allow Admin to Share WBL Events with Teachers

I would like for teachers to be able to see the participants and track the attendance of their students in events that I create as an admin. As a matter of fact, when any user is creating an event, they should be able to specify other users that can see that event. This was teachers can share with other teachers in their program if they’d like.
