Allow a WBL Liaison to be assigned to a WBL experience to do Site Visits

In MA, the WBL Coordinator is responsible for assigning a teacher as a Liaison to

go on initial site visits, follow up with in person visits, zoom meetings, phone calls, etc. This is all that the teacher would need to do. The coordinator handles all other aspects of the experience.
