Allow a Program Override option for admins to set a preferred Program for certain students

In some cases, students may be identified as potentially being in multiple CTE programs based on the SIS integration settings. Schools would like to be able to override this for individual students the same way that they can override other data that is typically synced from the SIS.

    Remove the rules for the programs where this is an issue and assign students manually. We have concerns about people not remembering to remove overrides for students that no longer need overrides.

    Unfortunately, you can’t just remove or modify the rules to fix this. Students may be on track to be in multiple programs, but need to officially declare one as the one they are pursuing for state reporting. This is also true in PA for students completing Career Objective forms. As it is now, they are getting forms for multiple programs and the state only expects one form per student. Even though it is possible to forget to change/reset the override, that is better than it simply not working correctly.
