Allow a preferred language to be set for all users. Set app language and translate email notifications accordingly

The main benefit would be to translate emails. If using our communications module, translate the message back into the preferred language of the receiving user. For instance, if a coordinator (who is only fluent in English) sends an email to a parent who only speaks Spanish, the parent should receive the email in Spanish. They reply in Spanish and the coordinator receives the the parent’s message translated into English.
