After a new account is created for a student applicant, it forced them to do a password reset and then goes to a 404

Since they just created the account. it should not force a password reset. It’s also trying to go to an invalid page. After the password is changed, refreshing the page takes them to the application.

    Organization user record needed created manually so session readiness check would pass.

    The force password change has been removed but there is still an issue with it sending the user to a 404 until the page is reloaded.
