Advisory Boards - Remove the Upload Minutes option

At least add a setting to remove this for certain schools. Ideally, this should not be needed. Even if the meeting minutes were completed on paper, they should be typed in any way. If they were already in a Word document, they can copy/paste into the application and save it.
