Advisory Boards - Add the ability to vote electronically

Electronic voting; needs to be able to allow remote access by a board member who may need to vote from another location. Some state laws (Colorado) says voting must be visible. Allow a motion to be made, 1st, 2nd, and then put to a majority vote.
