Advisory Boards - ability to change attendance after minutes are submitted

There needs to be an option to change the meeting attendance even after minutes have been submitted in case it wasn’t captured properly before. Sometimes there is a separate person who submits the minutes and another who has the responsibility to record attendance, based on a physical sign-in form. If the person who does the minutes submits before the person can record the attendance, then the submission can’t be modified.

Also, district admin need the ability to overwrite all submissions and make changes as needed.
