Admin Able to Resubmit Cancelled Eligibility form

Eligibility forms are student initiated so a ‘resubmit’ option should not appear when clicking the action buttons next to a cancelled form. In this instance, we went to Eligibility Forms-found a student with a cancelled form-action buttons-Resubmit. It allowed us to select a student name-Start Form before throwing an error. However, despite the error, when we logged in as that student, the form was In progress and it shouldn’t have been.
