Adjust Career Planning Activities for tracking total WBL Hours

Currently, it doesn’t appear to be working at intended or at least is unclear.

If you set activity type to WBL Experience Hours and choose Any Type for WBL Type and set Count to 54, what does that mean? Does that mean that it is a cumulative total number of hours across all types or if any one type hits 54+ hours.

If it is the later, we need another activity type for cumulative hours. This should take the highest of Work Log or Pay Stub hours for student-based experiences, project hours, and event hours into consideration.

Ideally, the WBL Type selector should be a multiselect to specify which should count.
