Add WBL Resources (employer documents, informative uploads) for the public to access

Add a file upload area for WBL coordinators to upload documents to share with employers, students, guardians, etc.

Often times, there are documents (letters, policies, etc.) that schools want to make available, especially to employers. Currently, you’d need to create a form template and submit it to deliver this to an employer.

If there was a way to manage resources that you want to be publicly available to employers, this would make the process better. We’d need to build some type of public view to show all available resources. Maybe allow them to also be grouped into categories.

Examples of this would be schools sharing their insurance policy that the students would be covered by or sharing a welcome letter or school calendar. In Wisconsin, now that OJL Guides no longer need to be signed, some schools would also like to just share the PDF as a reference.
