Add the option of showing WBL Types on a per user or class/course basis

In instances where teachers are WBL Coordinators managing WBL experiences, they really only need to see experiences related to their programs. Also, some WBL coordinators may manage one type and others handle other types. It would be nice to only show types that are relevant to them.
