Add the abilty to CC email addresses on forms

Feature Suggestions

This would be nice for general purpose and specialty forms (WBL, Portfolio, etc.)

This would be especially helpful to notify someone when a form is complete if they are not a signer.

    Added the CC option to form template configuration.

    Additionally, it would be nice to set a CC’d user using the existing form signer options (Teacher, WBL Coordinator, etc.)
