Add the ability to tie Tests to a Class and list scores similar to Industry Certification grid

Specifically for NY's Technical Endorsement requirements (https://www.nysed.gov/career-technical-education/technical-endorsement). There is a 3-part technical assessment and if students pass all three exams and meets WBL requirements, they receive this endorsement on their diploma. We could award a badge to signify that the student met these requirements. In general, we could tie activities to test scores as well.

This could also be used for NOCTI scores. In either case, we may need to add a cut score to determine what constituted a passing score.
