Add the ability to set a starting amount of hours that students previously logged

For new clients adding students that had previously been logging WBL hours prior to using our application, it would be helpful to set a starting number of hours with a comment about how/where those hours were earned. This would then be added to the total approved hours earned via pay stubs and work logs.
