Add the ability to handle multiple task alignments to one state task in many ways

When two or more school tasks are aligned to a state task, currently it averages all of the completed tasks only to get a score. Add the ability to calculate that differently.

• Average only completed tasks (what we have currently)

• Average all aligned tasks even if incomplete

• Require both aligned tasks to be passing

• Use the highest grade

• Use the lowest grade
