Add the ability to generate letters (mail merge) in bulk and email to parents/students/employers/etc.

This could use the "report" generator that would mimic the SignMyForm interface, but allow the creation of these letters (reports) to be triggered by an event and automatically emailed as a PDF attachment.

For instance, a congratulatory letter could be generated if a career planning activity was finished and sent to the student. Or if a new WBL experience is created, a welcome letter could be sent to the parent, employer, etc. The same could apply to student applications.
